The SAU Tech Black History Celebration Committee is pleased to announce that Stephen Mayor, Harry Brown, will be Betty J. Lewis Unsung’s Champion in November 2021.
Each year, the Black History Celebration Committee, made up of college staff and community members, hosts an annual fundraiser to raise money for the Betty J. Lewis Minority Scholarship Fund. Due to the coronavirus pandemic, the 2021 Black History Celebration has been cancelled. In lieu of this event, the Black History Celebration Committee made a decision to designate a Betty J. Lewis Unsung Hero for each month prior to the 2022 event.
Harry Brown was born and raised in Stevens, Arkansas, where his involvement in the town’s business began as a young man helping his father on Stevens City’s sewer collection routes.
Harry spent 23 years at the local oil refinery. He served in county and city law enforcement to become Stevens’ first African American police officer. He worked for the Ouachita County Sheriff’s Office as a deputy sheriff and worked for 16 years with the United States Marshall Service. Harry served in Ouachita County Quorum Court as the Fourth District Magistrate. Harry was appointed by Governor Frank White to serve on the Arkansas Law Enforcement Standards and Training Committee.
Harry has been a strong and effective leader of the City of Stevens since becoming mayor introducing new ideas and projects and promoting citizen engagement.
Harry has also been appointed to numerous boards of directors and positions statewide as well as the recognition of Stevens City. He was elected president of the Arkansas Municipal League as Stevens’ first black mayor to serve as president in league history. He is also a board member of the Foundation for Community Economic Development and the ArkLaTex District.
Harry is married to Irma Brown. They have three sons and eight grandchildren. He is a member of St. Stephens Baptist Church and serves as a deacon. Harry continues to praise God for his many blessings and guide God through all of his accomplishments.
As mayor of Stevens, Harry built an entrepreneur training center that cost half a million dollars for the city of Stevens. Harry led the City Council in obtaining a $1 million grant in addition to restoring water lines throughout the city. Mayor Brown also wrote the Grants Program to upgrade Stephen’s City Park.
